Promoting professional and technical service project of consulting,monitoring and hazard prevention at environmental accidents

The Environmental Accident Consulting and Monitoring Center operates 24 hours a day year-round handling environmental accident prevention, preparation, response, and recovery work, which included 2,796 cases of chemical consulting and monitoring (1,597 cases in 2018 and 1,379 cases in 2019) and 82 on-site accident response cases, 37,041 cases of vertical and horizontal reporting, 99% successful SMS notifications, and completion of a revised accident response operations manual and plan (two projects) in 2019. As for international exchanges related to environmental accident and disaster prevention and rescue, representatives participated in the 2019 annual conference and expo of International Association of Fire Chiefs (IAFC). With regard to signing of MOU to establish international cooperation between toxic chemical disaster response teams, the Industrial Technology Research Institute (ITRI) and the MDPC of Japan signed an MOU to cooperate, which was witnessed by the Toxic and Chemical Substances Bureau of the Environmental Protection Administration and reported on by 50 domestic and international media sources. The Environmental Accident Consulting and Monitoring Center also organized toxic and chemical substances disaster response exchange conferences and demonstration training exchanges, inviting experts from the United States, Austria, France and Japan with a total of 659 attendees. In establishing joint prevention and support capacity, the Environmental Accident Consulting and Monitoring Center carried out 102 joint prevention report documentation audits, completed 161 report documentation guidance audits (76 cases in 2018 and 85 cases in 2019), organized four joint prevention organization system presentations and 60 sessions (31 session in 2018 and 29 sessions in 2019) of joint prevention organization on-site operations status testing and training; carried out database updating through the addition of prevention and rescue data for 340 regulated toxic and chemical substances, carried out 47 sessions of environmental accident response personnel training and testing, carried out 14 sessions of professional and technical task force training in the use of instruments and equipment and blind sampling analysis and testing, completed 49 audits (27 in 2018 and 22 in 2019) of environmental accident analysis testing figures on a total of 2,293 monitoring figures, and organized environmental accident case study conferences and operational review conferences with a total of 1,205 attendees. The Environmental Accident Consulting and Monitoring Center, in establishing regulated toxic and chemical substances handling potential and response information modules and implementing factory/site safety management, established selection criteria and order determination for 40 different toxic and chemical substances, completed various simulation conditions and layered generation for 5,040 modules, and completed the drafting of selection criteria for annual in-person consultation visits, consultation check lists, consultation team members, consultation recipient name list, etc. with consultation sessions for a total of 88 sessions (46 in 2018 and 42 in 2019) for implementing companies; with regard to technical data production and dissemination, published 7 issues of an online environmental accident briefing, carried out 10 digital training and educational material planning sessions, completed three short videos on personal protection and transport regulations and exposure paths, added 100 emergency response modules and completed the online learning APP and planning and development of the responsive web design website, the design and development of common factory equipment graphics and functions, operation and maintenance of the toxic accident prevention and rescue management system wherein 687 software updates, 24 combined county and municipal sandbox deployment sessions, 43 system maintenance records and 44 information security audits were carried out.
